日本でもこの間増えていますが、求職活動をしない「就業意欲喪失者」は失業者としてカウントされません。
米国にはこのような「就業意欲喪失者」が600万人ほどおり、650万人ほどと言われている失業者と同数近くにのぼっています。
慢性的な不況(=慢性的な過剰労働力)にある経済社会は、「就業意欲喪失者」がじりじりと増加します。
失業問題は、「労働力人口-就学者」に対する就業者の割り合いで見る必要があります。

- 日本では、就業希望の非労働力人口のうち、求職活動をしない理由として「適当な仕事がありそうにない」と回答したものを、求職意思喪失労働者(discouraged workers)と呼んでいる。[1]
「ニート」という言葉が登場する前に、既に労働経済学の世界では、「求職意思喪失労働者」(discouraged workers)という、ニートに近い言葉が認知されていたようです。
「求職意欲喪失者」「就業意欲喪失者」「ディスカレッジドワーカー」などとも訳されます(「求職意欲喪失者」が一番ポピュラーかな)。私は、「求職希望喪失者」が適切だと思います。働く意思がない、意欲がないという表現は誤解を招きます。無業なのに労働者という表現も変ですし。
