Writing/translation in a project budget

When it is impossible to know the word count (even an approximation), is there a way to estimate the writing and translation costs for a large project??

In this particular case, the project is the development of a Web platform for training events and opportunities in academic research.

In the very rare cases (I can only remember one) where it wasn't possible to know the number of words to be translated and I decided to accept the project despite this, I agreed with the client that the count would be made at the end based on the translation. This type of project implies a certain degree of trust between the two parties. I would never do that with a new client.
