En 2017, l’OMS estimait que près de 71 millions de personnes à travers le monde souffrait d’une infection à VHC chronique. Non traité, le VHC chronique provoque un développement de la fibrose hépatique pouvant aller jusqu’à la cirrhose du foie ou au carcinome. Au Maroc, on estime que 1,2% de la population générale, soit 400 000 personnes, est infecté par le VHC. Début 2018, le Ministère de la Santé annoncera un plan stratégique national (PSN) de riposte aux hépatites virales pour cinq ans. Il vise notamment à l’éradication de la maladie d’ici 2030.
En 2013, l’arrivée des premiers antiviraux à action directe (AAD) a marqué un tournant dans l’histoire de l’épidémie. Depuis, les AAD, qui offrent d’excellents résultats thérapeutiques, sont devenus le standard de soins dans la plupart des pays dotés d’un programme national sur les hépatites virales.
La pression de la communauté internationale a conduit à une mise sur le marché accélérée de versions génériques de ces médicaments dans un certain nombre de pays à ressources limitées. Au Maroc, l’absence de brevet sur ces deux médicaments a permis à des firmes marocaines de proposer des versions génériques à des prix incomparables à ceux fixés par les producteurs de princeps. Fin 2017, deux firmes marocaines proposaient notamment la bithérapie sofosbuvir/daclatasvir pour $1400.
Si la question du prix du traitement est essentielle, celle de la disponibilité et du prix des outils de dépistage, de diagnostics, et de suivi de l’infection à VHC sont primordiaux pour identifier les personnes vivant avec le VHC, déterminer les stratégies thérapeutiques et s’assurer du succès du traitement à l’issue de celui-ci.
L’objectif de ce rapport est d’évaluer la disponibilité de ces outils et tests fin 2017, à la veille du lancement officiel du plan stratégique national (PSN) par le Ministère de la Santé. Il vise par ailleurs à identifier les stratégies et les opportunités qui pourraient s’offrir afin d’élargir et optimiser l’accès aux diagnostics.

In 2017, the World Health Organisation (WHO) estimated that nearly 71 million people worldwide were living with chronic HCV infection. Untreated, chronic HCV causes liver fibrosis which can progress to cirrhosis or carcinoma. In Morocco, an estimated 1.2% of the general population, about 400,000 people, are living with HCV. In early 2018, the Ministry of health will announce a five year National Strategic Plan (NSP) addressing viral hepatitises and aims to eradicate the disease by 2030.
In 2013, the arrival of Direct-Acting Antivirals (DAA) was a turning point in the history of the epidemic. DAAs, which offer excellent therapeutic results, have become standard care in most countries with a national viral hepatitises program.
International community pressure has led to accelerated market access for generic versions of these drugs in a number of resource-limited countries. In Morocco, in the absence of patents on these two drugs, Moroccan companies offer generic versions at prices uncomparable to those set by princeps producers. In late 2017, two Moroccan companies were offering dual therapy Sofosbuvir/Daclatasvir for $1,400.
If the issue of treatment price is crucial, the issue of the availability and costs of screening, diagnostics, and monitoring tools against HCV infection are essential to identifying people living with HCV and to selecting therapeutic strategies which ultimately ensure successful treatment.
The objective of this report is to assess availability of above mentioned tools and tests as of late 2017, on the eve of the official launch of the NSP by the Ministry of Health (MoH). It also aims to identify strategies and opportunities available to expand and improve access to diagnostics.

Source text - French Un poète bien connu de la génération de Belkahia, le grand Georges Brassens, considéra lui aussi l’arbre comme un lieu de repos.
Au cours d’une complainte, il affirma être « fait du même bois » que son « copain le chêne » en qui il voyait un « alter ego ».
Pour contredire, dit-on, l’adage « loin des yeux, loin du cœur », il fredonna avec nostalgie le célèbre refrain :
« Auprès de mon arbre, je vivais heureux, j’aurais jamais dû m’éloigner d’mon arbre.
Auprès de mon arbre, je vivais heureux, j’aurais jamais dû le quitter des yeux ».
La paix se trouve fondamentalement au centre de l’être, avons-nous vu.
Quoi de mieux que de choisir la Chine pour la trouver ? Le Pays ne se définit-il pas proprement comme le « Pays du Milieu », ce que nous avons rendu par l’« Empire du Milieu » en Occident ? Et son idéogramme du « cœur », le xîn prononcé en faisant chuinter la lettre entre sîn et shîn, ne fait-il pas un étrange écho à ce qui symbolise le cœur du Coran ?
Attachés aux notions connexes de paix et d’harmonie, les Chinois et les autres peuples de l’Extrême-Orient mettent à l’honneur un symbole qui en traduit la synthèse ; il s’agit du Yin-Yang où le noir et le blanc apparaissent dans un mouvement d’enroulement parfaitement équilibré.
Ce symbole est d’une si grande importance sous ces horizons lointains que la Corée en a fait l’emblème de son drapeau.
Belkahia fut invité à Séoul à l’occasion des Jeux Olympiques de 1988.
Sans doute est-ce à ce riche séjour passé là-bas en compagnie de sa troupe de théâtre que l’on doit son Arbre Yin-Yang, dont le tronc s’avère double encore une fois.

Attached to the related notions of peace and harmony, the Chinese and other peoples of the Far East honor a symbol which translates its synthesis; it is the Yin-Yang where black and white appear in a perfectly balanced winding motion.
This symbol is of such great importance under these distant horizons that Korea has made it the emblem of its flag.
Belkahia was invited to Seoul on the occasion of the 1988 Olympic Games.
We doubtless owe the Yin-Yang Tree, whose trunk it turns out is also double, to his enrichining experience there in the company of his theater troupe.
