I don't think that the word "leverage" is properly utilized here. It sounds as though they are taking advantage of partnerships in order to somehow help fund 60% their program. In which case, it is the partnerships that are being "leveraged", not the programs. In this context, I think they are using "leverage" to mean "to maneuver (an asset) to great advantage, the asset being the partnerships.
