X est une organisation internationale.

J'ai du mal a formulé la seconde phrase, pour introduire "where it has done so it was either...." (j'ai rajouté la première phrase pour le contexte).

quand ça a été le cas, c'était dû soit à l'absence de partenaire adéquat ...

au moment du démarrage, soit parce que le centre avait pour but de s'occuper de victimes d'un pays voisin

Cela fut le cas soit en l'absence d'un partenaire adéquate au moment du lancement, soit parce que le centre avait pour mission de traiter....
