It means 'if the only spouse to be notified does not exercise their contractual right of withdrawal from the deal and if the other spouse is also a signatory to the deed, then'... then it gets complicated! The next bit refers to the statutory "cooling-off period" in conveyancing. I think what it means is that the non-notified spouse then has to wait for this mandatory cooling-off period to expire before the deal goes through on their own behalf (since they have not had the option of exercising a right of withdrawal). But I am open to correction on this aspect!

: I'm not at all sure this is the right meaning, at least in this specific context; and 'in case' has the wrong tone to it here, it would need to be 'in the event that / of...'
