It's not demanding that ALL troops withdraw - support troops, instructional units, etc., but rather that all COMBAT troops withdraw.

And in this case, it is not "claiming" that this happened - it is demanding that it take place. Highly unlikely, given Bush's veto power and the inabilitiy to override the same.
