I haven't verified tackifier as a translation for poissant, yet, but the idea of a tackifier (something that is sticky) may cover both the idea of the tape and an adhesive.

Carpet Tile Tackifier
This is a solvent free acrylic polymer emulsion adhesive that provides a permanently tacky film, preventing carpet tiles from moving under normal traffic. And as it always remains tacky, it also means that the tiles can be lifted and replaced easily when required.
It can be used with carpet tiles backed with bitumen/felt, non-woven fabric, PVC and other polymer backings. It can be spread on to sound, smooth, dry absorbent subfloors of concrete, sand/cement screed, smoothing underlayments, flooring grade chipboard, plywood and hardboard.
