This is from a quote from the recently re-elected Human Rights Commissioner, who has been accused by some as hewing to the government's agenda. The entire quote is, "He manejado el Comisionado con las manos puras y no con las puras manos." Extra credit to anyone who can come up with a cleverly crafted phrase to match this one! ;)

"Puras manos" seems to imply "thoughtless action", so the idea of "thoughtful" as well as "ethical" seems to be by inference present in "puras manos".

Sabes, si es chileno quien dijo esto, en Chile todo es puro, hice tal cosa con mis puras manos, (solo con mis manos, yo solo) etc. Para mi es una metáfora, quiere decir mis manos estan limpias no corruptas y no he utilizado estas manos para manipular nada, ni para hacer cosas torcidas o a mi gusto, o a dedo (a dedillo) sin ir por las reglas y a su solo parecer.

: "Puras manos" seems to have the sense here of "manipulation" so it could be translated as "...not by manipulative measures". I don't think "pointing fingers" fits here though. Happy Easter, Rocio!!! :)
