Siyaset biliminde, bir lider kadrosu değil kitleler, yani sıradan üyeler/katılanlar tarafından örgütlenip yönlendirilen hareket. Örgütlenme ve karar verme süreci yukarıdan aşağı değil, en küçük birimlere kadar yayılarak işletilir.
