executive grade

This is what O'Flanagan/Irle' Wörterbuch Personal- und Bildungswesen is showing
Peer comment(s):

neutral Susanne Rosenberg : Der Gehobene Dienst ist eher "mittleres Management", und zwar eine Stufe tiefer als der "höhere Dienst" (mittlerer Dienst ist die "niedrigste" Stufe nach der Ausbildung)

agree Jack Doughty : Assuming Suzanne is right, it could still be executive grades. There are three grades in the British Civil Service: clerical, executive and administrative.

administrative level

The higher level of the English civil service is "administrative", "executive" the next level down (mittleren perhaps?). difficult as the German system is so different. For info on academic courses training for the German levels mentioned enter the term "gehobenen Dienst" etc into Google there are pages of refs which clarify what is involved.

elevated service / elevated foreign one service

elevated service presupposes Abitur or specialized university degree graduation.
Elevated Foreign One Service can be
applied for at the Foreign Ministry, i.e. it concerns consular and embassadorial staff members.

All this easily to be gleaned from plenty of Google entries.

gehobener Dienst ->higher civil service

There are four civil service careers in Germany:

ordinary civil service (einfacher Dienst)
medium-level civil service (mittlerer Dienst)
higher civil service (gehobener Dienst)
senior civil service (höherer Dienst)

The following rule of thumb applies to recruitment: The higher your school-leaving qualification, the higher you can enter.

ordinary civil service (secondary school leaving certificate (Mittelschulabschluss))
medium-level civil service (secondary school leaving certificate (Mittelschulabschluss), intermediate school leaving certificate (Mittlerer Bildungsabschluss))
higher civil service (advanced technical certificate (Fachhochschulreife), general university entrance qualification (Allgemeine Hochschulreife)/A-level-equivalent (Abitur))
senior civil service (completed university degree)
