A condition in which the market value of an asset is lower than either the amount owed on the asset (in the case of a real estate mortgage, for example) or the contracted amount for which the asset can be purchased, "called" or "put" (in the case of stock and stock options, for example.)

More from an economic point of view, the value or prices are below the market values. I think it should be clearly emphasized.

I think, underwater implies that anything might change, because the condition is "as of now". I believe "piyasa değerinin altında" gives that nuance the best. It is at a later stage or is not finalized yet. Thus, to imply that there is an expectation in those markets, such as real estate, I believe it should be indicated in the explanation.
