Sorry, this is all I have! I cannot find a decent translation for hard topped though I get the idea! Can anyone help?

chaussée empierrée

Since (as MM has said) we don't know with what it is topped (and note that it may well not even be tarmacked at all), I would suggest rendering it as 'metalled' — for which 'empierré' is the suggestion given by Robert + Collins, amongst others.

Note also that 'chaussée' might be a possible alternative to 'route'.

I can't say for sure, but I have a feeling that in the US specifically, hard-top may indeed refer specifically to tarmac, so the country of origin of this text may also have a bearing on the correct interpretation.

I agree with Tony that it's what is also called "metalled" - any hard-packed surface ie not loose gravel. Here's a definition:-

Paved (hard top) roads are defined as roads with an asphalt surface, concrete surface, composite pavement, portland cement or surface treatment.
