It almost certainly is the Department of Corrections. Since this is a particularly American institution, I don't see translating it, in France for instance, it would fall into the Ministère de la justice, so I would use DOC with a note explicative.

I think it's cop talk, the suspect seemed to be a DOC person "active or acting DOC", I don't think DOC would be capitalized otherwise; but I could be wrong.

Je suis assez d'accord avec la personne qui préfère qu'on ne traduise pas. En effet si elle n'est pas arrivée en France (voir article sur cette drogue ci-dessous) elle n'aura pas encore de traduction. Souvent les drogues gardent leur nom d'origine (Crack LSD) sauf quand des effets particuliers lui donne un nom plus "imagé" (drogue du violeur)

The fact that DOC is a stimulant is irrelevant to the fact that it has an alpha-methylphenethylamine (amphetamine) skeleton. A significant number of psychoactive amines contain the same amphetamine back-bone…and are not nessessarly stimulants. Even in morphine and heroin, you can see an amphetamine backbone in the center of the structure.
