Maybe somebody made an initial translation error, followed by a global search and replace.

I found it in different texts, and in one of them, someone wanted an interrupter instead of an interpreter. So the two seem to be distinct.

It is not a typo (that's what I thought myself at the beginning). Interpreter and interrupter seem to have two different functions.

agree Beila Goldberg : cf mediamatrix ...un virus que je qualifie d'exotique ou la différence pour certains, que l'interprète est diplômé et l'autre pas, mais peut servir d'intermédiaire traducteur (donc interrompt souvent) ....

Un interrupteur serait une personne qui tenterait de porter un regard objectif sur la situation en cours et ne tiendrait pas compte du discours plus "convenu" des autres parties.
Il est là pour assister (aider) le client à comprendre la procédure (?) voire à argumenter pour lui.

This practice has made available the NPP in English only - with that said are their any obligations to make available the NPP in other languages? obtain an interrupter if there is a communication barrier between the patient and the staff/physician regarding the NPP?

No doubt there's a problem of incorrect terminology propagating through the system, like some kind of virus.
