In other words, an injury may arise in the course of making the incision required for the procedure, or may arise while injecting a solution (such as a numbing medicine) with a needle in the vicinity of the incision site.

I agree with Golub that "in the vicinity" modifies the phrase "the injection of a solution" rather than just the word "solution."

a proximité is linked to "injection" and not "solution"

a proximité=peripheral,circumferential

the best i can figure is that it is about the adminstering of anethesia (juding by the little I read at the website) I don't think my answer is the exact correct phrasing but maybe it'll nudge you in the right direction.
