Para mí con decir "employees/wage-earners of the informal sector" tendría que ser suficiente, porque no veo cómo podría haber asalariados públicos informales... creo que el sector público no admite el informalismo, por definición (sería usurpación de cargo, ¿no?)

ILO Thesaurus Encontré esto que trae, entre otras cosas, el "use prefered term", y lo pongo acá porque me parece un recurso importantísimo

Muchas gracias a todos!! Voy a dejar una mención a la "informal economy" porque aparece en tantos documentos sobre el trabajo en América Latina. Pero todos me ayudaron mucho a pensar.

Es un artículo sobre el seguro de desempleo como mencioné en el título, y en un momento dice:
"Cabe preguntarse las razones de esta baja cobertura. En principio, cuatro razones del desempleo deberían ser indagadas: el peso de los que eran independientes, de los que eran inactivos, de larga duración y de los que eran **asalariados privados informales**. "
Varios párrafos antes habló de "asalariados privados formales".

occasional workers who are paid under the table / informally contracted workers

It seems like the first suggestion here reflects what is actually being referred to, whereas the second might be an option if you want to reflect the Spanish and keep things vague (or if you simply have no way of knowing).
