I would have expected "considerar" to be in the indicative and "violar" in the subjunctive here.

In any case, this seems to be a natural wording and bears a certain similarity to Ed's suggestion, which also seems viable.

As Claudia correctly points out, the abbreviation would be NPT (non-proliferation treaty) in English. Thus:
