I think this is one of those cases where the literal translation is probably just what is needed.

Ce sont des réseaux plutôt qu'un simple flot.

English term (edited):
reuse flow
schéma (ou flux) de réutilisation
I suppose that "reuse flow" is one term as "management" or "reclamation". Otherwise the phrase were too strange.
Design of partial water reuse systems at White River NFH for the production of Atlantic salmon smolt for restoration stocking

Reuse flow required based on TAN (gpm). Total flow required based on TAN (gpm)

Abstract; The authors proposed a reuse management model of building steel structures from a viewpoint of environmental issues. In the cycle of a reuse flow, a kind of business management has all responsibility for supply of reusable members.

This chapter gives an overview of how to use ALM technology for
physical design reuse of different design types and styles, including standard cell blocks; full-custom designs, including datapath and memory; analog circuits; standard cell libraries; and physical compilers. Chapters 9, 10 and 11 discuss design reuse flows for the different applications in detail, based on real projects.

Note: Too less context to look for more specific terms. "Flow" can be understood either as "flux", "circulation", "organigram" or "schéma"

: it is 're-use flow' and 're-use management'; the word order makes it clear that 're-use' must qualify both nouns. In fact, it is pretty likely that it is actually 'flow' and 'management' of both 'reclamation and re-use'. It is the two 'and's that give it

Both interpretations are possible. Reuse flow and Reuse management, as well as management and reuse flow. The grammaire allows no distinction betwen both. And both interpretations make sens.

Discussion
1) the use of 2 'and's like that in quick succession; if the meaning were intended to be 'reuse flow + management', there would be no reason for the first 'and' — the list would be more logical as: "Debris processing, reclamation, reuse flow, and management"
But the use of the first 'and' indicates that the whole of what follows is to be taken as a single item: "Debris processing, reclamation, and reuse-flow-and-management.
2) Also, leaving 'management' out there on its own like that would not really fit in with the rest of the list, since 'management' is much broader than the other items.
It might also be said that 'flow and management' actually applies to all the preceding list items: 'flow and management of debris processing, reclamation and reuse' — however, I think that is a lot less likely, as it sits rather awkwardly; but the 'flow-and-management' bit might very well apply to both 'reclamation' and 'reuse' — makes technical sense, and would explain the use of the 2 'and's.
