Danke Johannes! A lot of this is probably management-ese anyway; I would understand 'reuse flows' as being the actual path taken by the materials being repurposed — you know, demolition site (though in fact, I suspect this is the Haiti earthquake disaster, isn't it?) > holding area > despatch to different processing plants > transport to final site whree it will be used; whereas 're-use management' might be the more abstract organizational aspects of what / when / how many lorries, etc. etc. Of course, I've over-simplified it ad absurdum, but I hope you can see the distinction I'm trying to make?

After considering your arguments I feel they were right. Two "and" in succession is not common. But I have still problems to understand what "reuse-flow-and-management" comprises in practice.

I believe it is the latter... This is one of those things that really takes native-speaker feel, though I agree it certainly isn't cut-and-dried. But I do think there are 2 important clues pointing to this interpretation:

1) the use of 2 'and's like that in quick succession; if the meaning were intended to be 'reuse flow + management', there would be no reason for the first 'and' — the list would be more logical as: "Debris processing, reclamation, reuse flow, and management"

But the use of the first 'and' indicates that the whole of what follows is to be taken as a single item: "Debris processing, reclamation, and reuse-flow-and-management.

2) Also, leaving 'management' out there on its own like that would not really fit in with the rest of the list, since 'management' is much broader than the other items.

It might also be said that 'flow and management' actually applies to all the preceding list items: 'flow and management of debris processing, reclamation and reuse' — however, I think that is a lot less likely, as it sits rather awkwardly; but the 'flow-and-management' bit might very well apply to both 'reclamation' and 'reuse' — makes technical sense, and would explain the use of the 2 'and's.

I suppose that "reuse flow" is one term as "management" or "reclamation". Otherwise the phrase were too strange.

Both interpretations are possible. Reuse flow and Reuse management, as well as management and reuse flow. The grammaire allows no distinction betwen both. And both interpretations make sens.
