Platesetter is a more manual operation whereas platemaker is computerised. I worked with platesetters when I worked at a newspaper, but that was 20 years ago when the process was much more manual. Take a look at the description at http://www.careerplanner.com/DOT-Job-Descriptions/PLATE-SETT... and compare with the link I put in my answer. I guess it all depends on how modern the client is! Perhaps the two aren't differentiated in Spanish?

Since it is a list of printing-process professionals and it calls for each type of worker, I believe it means the person who actually does the printing after the others do their jobs...
