From the following French decree:

décret n° 92-681 du 20 juillet 1992 relatif aux régies de recettes et aux régies d'avance des organismes publics

I've looked at the text of the decree but still don't understand what it is or how to translate it.

Could both terms simply amount to an "imprest account", which is a kind of authorised petty cash account for public organisations, etc.?

authority to operate an imprest account

Imprest account is a rather ancient expression, where total expenses are re-imbursed exactly by payment. This gives exact control of what might be rather fluid cash transactions.
It is rather the equivalent, as an auditor, of banking the petty cash balance to prove its existence at that date. (or that was certainly the case for me as a lowly articled clerk when the then President of the Institute of Chartered Accountants (E&W), David Richards insisted I did this!)
