I can't find a webref for 'pantin' used in this context, but the description may well correspond to a warp tensionning device as mentioned in these refs:

agree Evans (X) : By the way, just out of interest, did you know that a tenter hook is a tensioning device for cloth as it is woven (sideways on, tensioning in the weft direction). I had said 'being on tenterhooks for years before I acquired a real tenter with tenterhooks.
