79. Organisation X is seeking to establish an investment fund the purpose of which will be to raise capital for investment in trade-related infrastructure projects in the region. The funds raised will be a mix of public and private investors’ funds. The specific objectives of the Fund will be:

D'après moi, "government, quasi-government or private cash flows" ne fait que reprendre "mix of public and private investors’ funds" dans le paragraphe qui précède. Il s'agit donc de mélanger fonds publics/quasi publics et privés.

Je pense qu'ils souhaitent avoir la possibilité de mettre en place soit un contrôle total à long terme sur les investissements, soit un contrôle épisodique, soit une surveillance des mouvements de fonds seulement.
