Hello everyone! I'm translating a document regarding the items examined to define a development index (such as GPI), and I came across this sentence, which isn't clear due to the expression "constrained workers":

"Cost of unemployment (...)
The GPI treats each hour of unemployment (the number of unprovided hours for constrained workers) as a cost, just as leisure time is considered a benefit. An hour of leisure time is a desirable objective whereas an hour of underemployment is a burden."

My try:

"Costo della disoccupazione (...)
Il GPI considera ogni ora di disoccupazione (numero di ore non fornito per lavoratori obbligati) come costo, proprio come il tempo libero è considerato un beneficio. Un’ora di tempo libero è un obiettivo desiderabile, mentre un’ora di sottoccupazione è un peso."
