How to tell the difference between "easy" and "pro" questions:

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

Perhaps in that case, the citizen previously signed a contract to receive unemployment benefits/stipends from the government (which explains why it is mentioned in the beginning of the Arabic source unit).
