: This implies a booklet which both shows who the owner is/change of ownership, and is stamped every year to certify the vehicle's roadworthiness. They no longer exist in Europe where the ownership and roadworthiness certificates are separate things.

Without knowing the full context or target audience, I wonder whether this terminology might be appropriate. It is used in New Zealand, where regular technical inspections of all vehicles are required for roadworthiness/safety.
