Absolutely support Misha: just call it "technical passport" and make a note, explaining that it is such and such document used in Russia. In my experience English speakers are quite comfortable with "passport" for such documents

This is very contry specific In the US we have what they call inspection stickers in some states that go under the windshield next to the registration sticker. Pass the annual inspection - get the sticker. Some Western states, God bless them, don't even bother with inspections, it's pretty much drive what you want. Other countries may have their own documentation. Either way, it has nothing to do with registration as such. Since this is a Russian term, I'd call it as it is, technical passport, maybe with an explanation that it's actually a road worthiness inspection record.

agree Mark Cole : This implies a booklet which both shows who the owner is/change of ownership, and is stamped every year to certify the vehicle's roadworthiness. They no longer exist in Europe where the ownership and roadworthiness certificates are separate things.

Without knowing the full context or target audience, I wonder whether this terminology might be appropriate. It is used in New Zealand, where regular technical inspections of all vehicles are required for roadworthiness/safety.

To register your car, you will have to submit the following documents:

The authorities in the country where you want to register your vehicle may first require it to undergo a roadworthiness test.
Nevertheless, they are obliged to recognise a ROADWORTHINESS CERTIFICATES issued in another EU country.

ROADWORTHINESS CERTIFICATES issued in case of mandatory periodic vehicle tests shall cover at least the following elements:

(2) registration plate number and country symbol of state of registration
(3) place and date of the test
(4) odometer reading at time of the test if available
(5) vehicle class if available
(6) identified defects
(7) overall assessment of the vehicle
(8) date of next periodical test (if this information is not provided by other means)
(9) name of inspection organisation and signature or identification of the inspector responsible for the test
