leave it out

x amount to the Statutory Reserve account

it does mean "called", but it's superfluous and sounds terrible in English

designated / named

Either designated or named. Although it would be more succinct by leaving it out, in some special circumstances, like a trial in which there is a false account that is "designated" or "named" the legal reserve account, in reality it is not, but rather only designated or named as such.

Thus, in an abundance of caution, I suggest using either "named" or "designated."
