On parle ici du rôle de la mine et des mineurs au cours de la Seconde Guerre mondiale :
"The much anticipated crisis in coal supply was averted, with quantities of domestic coal regulated to suppliers (but not as part of the household rationing system), and appeals for fuel economy to households."
"La crise tant attendue liée à l’approvisionnement en charbon fut évitée, "with quantities of domestic coal regulated to suppliers" (mais pas dans le cadre du système de rationnement des ménages) et des appels aux économies de carburant pour les ménages."
Ma phrase est trop calquée sur l'anglais et j'ai du mal à saisir ce "domestic coal regulated to suppliers" ici ? Comment tourneriez-vous ça ? "Quantités de charbon réglementées aux fournisseurs" n'est pas clair du tout... J'ai essayé d'en savoir plus sur le contexte mais je bute.

Sorry about my 'pidgin' FR — my sole aim is to try and give you the general idea of what I believe this is intended to mean, as mentioned in the discussion.
I think the distinction is being made between the producers, the major distributors, and the suppliers, i.e. the coal merchants selling to private homes.
Do note that 'domestic' (= household) coal is very different from coal used for industrial purposes, such as 'steam coal' for railways or boilers.
So I don't believe it's really so much about the proportion of coal allocated for domestic use, but rather, controlling the amount each coal merchant gets — and then their sales to individual households becomes a free-for-all!

: I think it would be very unwise to use the word 'rationing' in a WWII GB context to refer to something that isn't direct 'rationing' as everyone was familiar with it at that time.

Discussion
In other words, perhaps each coal supplier was allowed a certain quota, and then they organized that between their various customers, without needing to impose actual rationing itself.
