Could you tell us a little more about the document? What type of document is it, for example? A technical report, an academic paper or a commercial/marketing document? It would also be useful to know the role of the document's author and who is the target reader. Last, but not least, could you post this short phrase in its complete form, in an extract of the original text within which it appears? As it stand, we don't know how this fits into a sentence, if indeed it is a sentence in its own right. It might be, but we have no punctuation, so it's impossible to be certain.
