The more I read this and the more I understand it as a head cover. I have of course heard of "head cap screws", but the word "screw" is not present here, and I wonder what fishing would meant to be in that context. In any case, I don't see at all how it could be translated as "repêchage" in either case.

Looking on the Internet, I have found some strange hats meant to be worn while fishing, a bit like an umbrella stuck on a regular hat or cap (see ref.). You can clearly see that the umbrella part is held in place by some sort of prong coming out of the head-fitting cap. That would be my take for what the technical sheet is about, but you are probably in a better position to decide.

I would therefore translate the whole title as: "chapeau/couvre-chef de pêche/pêcheur".
