In this contexte yes. It means that your calls will not be rerouted and will reach the person you are trying to call without having to pass through a "gate". So use relié, I think it covers the meaning of terminated

Yes, "terminated over" isn't an English phrase. I believe "through" or even "using" would be a synonym for "over" in this case. So something like this is what you need..
"ne sont pas terminés à travers les passerelles internationales" or "ne sont pas reliés à travers les passerelles internationales", since terminate has a different meaning in this contenxt :https://en.wikipedia.org/wiki/Call_termination

Phrase à remettre en forme pour utiliser le terme consacré, "ne peuvent pas aboutir à une terminaison d'appel" par exemple, le terme est officiel, consacré par l'ARCEP et utilisé par tous les opérateurs mais le verbe correspondant "terminer" est trop général et "terminer l'appel" plus du jargon que du vocabulaire courant:

What they are basically promising is that your call is not going to circle twice the Earth using the cheapest links available before getting back to the same country to finally connect you to the called number.
That's how I understand it i.e. "terminated to XYZ" meaning the "terminus"/the final link being a link to XYZ
Not quite sure what the technical term 'terminated' means here, but it ought to be easy enough to research.
Usually in telecoms, 'to terminate a call' means 'to disconnect it' — but some cursory Google research suggest that there may be a bit more too it than that where mobile calls are involved.
