agree with philgoddard as a translation into French "volant d'inertie" is much better than just "élan"

The asker appears to have two different usernames, which is confusing things slightly. If it's an English to French question, presumably the answer should be "volant d'inertie". If you just say "élan", you're losing the whole (somewhat tortuous) metaphor.

impulse, reserve of energy I guess the writer has a mechanical background.
The flywheel of an engine stores energy when the piston is pushed by the explosion of the air-fuel mixture, and returns this energy in the rest of the cycle, most importantly for the compression that is a hard point to go through.
So enthusiasm is the reserve of energy or the acquired impulse that will let you go through the hard parts of sawing a log with difficult knots inside

the point of a fly-wheel is to have a high moment of inertia i.e. to store a lot of energy that will oppose the slowing down of the mechanism when there is a punctual increased resistance - or a sudden loss of input power
