I was taken aback by the phrase I am asking for. Does it refer to the moment of becoming a notary public?

York; that pursuant to law a commission, or a certificate of their official character, and autograph
signature, have been filed in my office; that as such the Notary Public was duly authorized by

I work in the reverse pair, and I always translate "notario en ejercicio para tal lugar" as "notary in and for such and such place".

agree Charles Davis : Nicely done, and tailored to Argentina (or to pre-nineteenth-century Spain; "escribano público" always takes me back to my archive days) :) / Up to C19 (not sure what date), notaries were called escribanos in Spain, and notario was an ecclesiastical notar

A few other things, I would use "EN FE DE LO CUAL" for "IN WITNESS WHEREOF", not "EN PRUEBA DE CONFORMIDAD", and the end part of the last sentence should read "el 12 de diciembre de 2016".

Yes it was a draft, I sent the whole text because it was short and I didn't quite understood what the phrase referred to but you have saved me a lot of researching time. I haven't done legal translation for a while now... and by a while, I mean almost a decade, and I'm so out of tune. You are very kind and I truly appreciate your insight!
