Regarding your point to Robert, "If you read the Nasa Handbook you will find many "baseline requirements" as an activity, so as a verb." - An activity is not a verb, it's a noun. "I'm going out to enjoy the activity of walking" - linguistically the word "walking" is a noun.

"Baseline" is clearly an adjective in the posted term, so I don't understand the comment about it being a verb.
The notion is also one common to agreements in all kinds of fields, and would thus not seem to require a special translation within the context of Systems Engineering.
