tener por cumplido lo ordenado

Spanish to English Law/Patents Law (general) File for divorce
Please I need some help with the following sentence used for a Letter Rogatory to the US.

"Ruego a S.S. tener por cumplido lo ordenado mediante resolución fechada..."

My problem is mainly, "tener por cumplido lo ordenado".
I tried to find that in several legal dictionaries, but no success.
