I know "to wit" appears in other entries as "a saber", but it doesn't really make sense here...

Indiana, en concreto/particular // a saber

As Mónica says, you might feel it can be omitted, but if you are inclined to translate it, it simply means "in this particular place". Incidentally, "s.s." (from the Latin, scilicet) also has the same meaning as "to wit" or "namely".

I would omit at least one of these, to wit: ;-)

"INDIANA, EN CONCRETO:
EL CONDAD DE VANDERBURGH"
