: I'm unsure how housing (residential) for refugees would be covered by "commercial". Public enterprises would fall under it though, but seem to be excluded by the definition offered.

Laut Wikipedia handelt es sich um Grundvermögen aller Gebietskörperschaften, angefangen vom Bundesstaat über die Bundesländer, Kreise und Gemeinden, das nicht zur Erfüllung hoheitlicher oder verwaltungsmäßiger Aufgaben benötigt wird.
Eine Übersetzung war in den üblichen Wörterbüchern nicht zu finden. Also muss das umschrieben werden:
real estate (US) or property (UK) owned by territorial, regional and local authorities, not required for sovereign or public administration or use. Wichtig zu wissen ist, dass es nicht nur um bebautes und unbebautes Land geht, das einer Gemeinde gehört, sondern allen staatlichen Gebietskörperschaften, bis hinauf zum Bund.
Leider weiß ich nicht, ob der gesuchte Begriff irgendwo in Englisch kodifiziert wurde. Ich schlage daher vor, den deutschen Begriff stehen zu lassen und beim ersten Vorkommen in Klammern, oder als Fußnote in Englisch zu erläutern.

Also, "territorial authorities" makes me think of the German Reich and I don't see the logic in "owned by...and" here. Here's a list on pp. 497-498:

I consider "commercial" to be a mistranslation of the phrase "nicht für Zwecke der Hoheitsverwaltung oder im Rahmen des Gemeingebrauchs".
I also do not think I'm breaking any rules by publicly responding to comments made publicly on the same platform, nor by explaining why I disagree with an answer.
The 2 answers are far from identical. The Wikipedia definition of the meaning of the term is.
As explained in my original response, I do not consider the word “commercial” to reflect that meaning accurately.
To your edited reply: The re-phrase is not sufficiently different for a separate answer. Me entering that separately would be hair-splitting. The version offered already reflects the meaning.
