This is another section of the contract I am translating:

La Consultora conoce y entiende que las Órdenes Ejecutivas de los Estados Unidos y la Ley de los Estados Unidos prohíben las transacciones con y la disposición de recursos y apoyo a personas y organizaciones asociadas con el terrorismo. Es responsabilidad legal de la Consultora asegurar el cumplimiento de estas Órdenes Ejecutivas y leyes y por este medio, la Consultora certifica ante EL CONTRATANTE que ha logrado y mantendrá dicho cumplimiento
.... It is the legal responsibility of the Consultant to ensure the fulfillment of these executive orders and laws and the Consultant hereby certifies before THE CONTRACTING PARTY that she (puesto que en la consultora es una mujer) ... such fulfillment.
I think that "certifica" (in Spanish) is not correctly used.
