Coup d'état
political intervention
Coup d’état, also called coup, the sudden, violent overthrow of an existing government by a small group. The chief prerequisite for a coup is control of all or part of the armed forces, the police, and other military elements. Unlike a revolution, which is usually achieved by large numbers of people working for basic social, economic, and political change, a coup is a change in power from the top that merely results in the abrupt replacement of leading government personnel. A coup rarely alters a nation’s fundamental social and economic policies, nor does it significantly redistribute power among competing political groups. Among the earliest modern coups were those in which Napoleon overthrew the Directory on November 9, 1799 (18 Brumaire), and in which Louis Napoleon dissolved the assembly of France’s Second Republic in 1851. Coups were a regular occurrence in various Latin American nations in the 19th and 20th centuries and in Africa after the countries there gained independence in the 1960s.

ousting the existing power and establishing military power
this may refer either to separate events or to a combination of both.

: And who exactly is "ousting existing power" and "establishing military power"? As it appears, in 1917 nobody of the Russian 'establishment' had the power and Bolsheviks just grabbed it (without knowing what they would do wirh this 'power').

"who exactly" is not clarified in the source, so why should it be in the translation?

Boris Shapiro
: This use of 'power' is non-idiomatic. A word-for-word translation, to be sure. // In this case I think it does. I know of no examples of such usage. You can have separation of powers, but you don't have a 'military power' or 'existing power' among these.

: And who exactly is "toppling the current regime and establishing military junta"? And why so many words to translate?

The toppling of, if you prefer..

Boris Shapiro
: Calling the previous political system a 'regime' is akin to taking sides, don't you think? Rather inappropriate for a legal text.

I concede the point. "Government" for "regime" and "rule" for "junta" sounds about right. Talking 'bout перо & топор.

to stage a military coup
I'd replace the lengthy Russian phrase with the simple expression "to stage a military coup". In a coup, by definition, the military (or paramilitary, or opposing political faction) deposes the current government and seizes political power.

To answer your question: интересно, это входит в одно понятие или свержение строя - это одно, а установление военной власти -это другое?
A military coup includes both. But if you wanted to separate the two concepts, then свержение строя = overthrow the government; установление военной власти = imposition/declaration of martial law. These are just some examples.

Discussion
Смотрите:
"3) юр. власть
legislative [executive, judicial] power — законодательная [исполнительная, судебная] власть
separation of powers — разделение властей (законодательной, исполнительной и судебной)
<...>
5. 1) право, полномочие
large powers — широкие полномочия
treaty-making power — право заключения договоров
power of substitution — право передоверия
delegation of powers — передача полномочий"
Обратите внимание, что это оформлено как два отдельных значения.
Но в англоязычных словарях типа WUD или OED такого смыслового разделения не наблюдается. Единственное значение, которое подходит и к первой, и ко второй группе примеров - это:
'Legal ability, capacity, or authority to act; delegated authority; authorization, commission, faculty; legal authority vested in a person or persons in a particular capacity.' (OED)
'а. (1) : a delegated right or privilege : prerogative (2) : delegated authority <...> c. : legal authority' (WUD)
Вот так и получается, что наше представление о "властях" и их представление не совпадают.
For if it prosper, none dare call it Treason."
