The client is a slave owner I don't know any knowledge-based profession in which the service providers are paid as little or are treated as dismissively and disdainfully by their clients as translators. On the other hand, I think translators can improve their situation by engaging the client in the process when the text has issues that impede comprehension and compromise the quality of the translation. In my experience, when you address the linguistic issue with the agency/client with knowledge and intelligence, they seem to appreciate the effort to achieve a higher translation quality. In a situation like the present question, I would identify the fault that makes sentence a challenge (in this case, it may be word order or missing words). The point of the discussion should never be to complain, but to shed light on the text to ascertain the meaning and avoid needless guesswork. In some cases, it may be appropriate to present a tentative guess and ask them to verify it with the client. This kind of engagement engenders an appreciation of the linguistic decision-making that a translator has to suffer through from one word to the next.

Right Sometimes it's easier to reassemble a shredded document, than to reorganize a written one. It's a pain in the heart, but not all documents are written by advised people, and "the client is a king", so we have to deal with work as it comes, and try to make a perfect outcome out of a "trash".

Poor arabic لجنة استشارية دورية would be better. المنعوت هنا هي اللجنة الإستشارية. حيث قد تكون مثلا دورية أو دائمة أو حسب الحاجة

Questionable phrasing The word دورية doesn’t sit right in this sentence. Perhaps you could double-check with your agency/client.

Also, the first word should be تقوم (feminine), but that is a separate issue.
