Arabic to English Law/Patents Law (general)

As far as I understand, the government of Saudi Arabia issues statements called تعميمات الحاقية to encourage people to abide by published regulations. They are published as an attachment to the original law. If you open the link below, the first page is titled تعميم. What would that be called in English? **Note that I do NOT want to use the word "circular" unless absolutely necessary. US English speakers will likely not know the meaning of the word circular as a noun.**
