Romanian term
având posibilitatea de împuternicire
Romanian to English
Law/Patents
Law (general)

having the option of granting authority > being entitled to grant a P of A
The Finance Board > în fața administrației financiare > can in dealings with the Tax Authorities / Rom. etc. Revenue Dept. / pentru anumite documente speciale > by granting certain, special documents :grant members of the Board a Special vs. General Power of Attorney to deal directly with such agency.
If I understand the asker's question correctly inductively from the scenario rather than deductively from the Romanian, there is no rotation of members of the Board taking turns to *receive* such P of A: but quaere a verb - like grant or award rather than receive - is missing after posibilitatea.

cu plăcere: Liviu-Lee has hit the nail on the head. I was going to add 'granting delegated authority' as an alternative, though got sidetracked by a possible mix-up with a sub-delegation, namely the Board's delegate or agent directs the taxing P of A to be transferred onwards to a 'sub-delegate'.

Thank you:) |
I talked to the client and apparently the director would be the one receiving the PoA |
