It can't be "Cuando sea material".

I think it should be:

"Cuando sea necesario"

"Cuando sea conveniente"

"Cuando se requiera".

De ser sustancial/relevante

Aunque "de ser procedente" queda muy bien, me parece que es mejor la palabra "sustancial" como equivalente de "material" ya que comparten significados.
