This is a paper by a historian about the place of honor and duels, even, among doctors in Buenos Aires at the turn of the century:

(duelling) petition to settle a point of hono(u)r

'A petition upon duel(l)ing' historically would mean the opposite : a petition to ban duelling.

Harking back to my schooldays in the UK when boys had to ask the headmaster for permission to challenge another to a grudge boxing match in the gym umpired by the sports teacher, I suppose the idea of a request or petition is not so far-fetched, after all.
