: Yes, of course! I'd even venture to say 'sur des systèmes...'

: Checked your reference just now. It refers to "Appareillage de commutation" This is not the answer requested.

Your comment is absurdly off-topic. If you take the 5 seconds it requires to read my answer, you'll discover that I have not suggested that Appareillage de commutation is the answer to the question.

: 'switching' = commutation, ce qui inclut tant l'activation comme la desactivation des circuits. // As explained already by Tony, 'on' goes with 'systems', not with 'switching'.

"Switching on" ici par contre

: Apparently misled by Asker's incorrect parsing — it is 'on ... systems', and it doesn't mean "switching on"

commutation sur les systèmes électriques haute et basse tension (HT/BT)
Le terme demandé est très différent du contexte. Il devrait être correctement libellé comme suit : « switching on on high and low voltage power systems up to and including 15 kV »
Area Control technology / Functional units in switching systems

en switching system
system consisting of switching elements that interact through binary variables, and performing switching functions
Note 1 to entry: Sequential control and combinatorial control are implemented by switching systems.
Note 2 to entry: This entry was numbered 351-29-01 in IEC 60050-351:2006.

: Your translation is unnecessarily verbose. All your references are in English. You have not provided any worthwhile improvement over a previous answer.//Yes, the IEV is multilingual - so why don't you quote the fr translation to support your answer?

Discussion
No. You understood it the confused way many non-native English speakers might (mis)understand it - and you got it wrong.
The phrase 'switching on high and low voltage electrical systems' is therefore ambiguously. I understood it in the most probable way.
