Bushings for "repair" of loose tuning pins and sometimes, when the old holes have become too loose, the technicians drill bigger holes and set new bigger tuning pins:

Basically what is meant here is the "punching of tuning pins in tuning blocks and plates without bushings" - jeeez a little clumsy but it works.

A Wirbel is a tuning peg, so could Wirbel setzen mean tuning?
