Although this could be confusing because it refers to finances, I am pretty sure it refers to a ruling on the substance (as opposed to procedure) of the case.

: I understand "exclusive" as referring to "fondo", not to "ruling". i.e. the ruling will deal exclusively with the "fondo", not that it will be an "exclusive ruling"
