My kids are in school in the UK and the same terminology is used in their school report.
'Emerging' means that the student is working below the expected level.

French Elementary school levels to rank acquisition of skills (objectifs d'apprentissage) are : Non atteints / Partiellement atteints / Atteints / Depassés
Now in the ranking of the ST there's apparently a missing level (Pas atteint).
I'd say Emerging = partiellement atteint. The pupils is on her way to acquire it. That's why a I also gave my vote to another suggestion. But this is is the official terminology.
