As I understand it, the part of fibula proximal from the fracture and the part of the fibula distal from the fracture are not well-aligned and deviate from each other on the lateral side.
The below refs indicate that this deviation could be called 'angulation'
And more specifically, lateral angulation of the distal fibula fragment

There was an initial ankle joint luxation to the lateral side.
So, what could have happened in the process is fracturing of the fibula with the distal fibula fragment pointing laterally.

De weberclassificatie bestaat uit type A, B en C.
– Een A-fractuur bevindt zich distaal van de syndesmose. Aangezien de syndesmose hierbij intact blijft en de enkelvork dus congruent, is chirurgisch ingrijpen zelden geïndiceerd. Discussion
Maximally close-packed position = MCPP = de vergrendelstand van het gewricht, waarbij de spierspanning en de bindweefselspanning maximaal is. Het gewricht staat dan ‘op slot’, in zijn stabielste positie.

'open packed position' is just a physiological phenomenon:
the position of a joint where it is unlocked and free to move.
