Das eigentliche Geschenk, ein Nachthemd, das Adi anfertigen ließ, ist noch nicht hier, da man jetzt nichts schicken kann, soll aber nächste Woche per Boten kommen. Das fleischlose Geburtstagsmenü bestand aus eine falsche Rindssuppe..." etc. etc.
Not sure of the meaning of "kriegsmäßig" in this context.

Father's birthday was not celebrated / We didn't celebrate Father's birthday because of the war / on account of the war. He got a bottle of wine, a bottle of schnapps and a pack of smoking tobacco. The actual gift, a nightgown that Adi had made, isn't here yet, since we can't send anything right now, but it's supposed to come by courier next week. The meatless birthday menu consisted of an imitation beef broth / a fake beef broth.

: 'By' is the wrong preposition here, sorry. The German idea here is " wegen des Krieges", i.e, on account of the war; see Andres Larsen's answer.

: You yourself have translated "kriegsmäßig" as "because of the war" so I have no idea why you'd suggest "become moderate" for "ausgefallen," which wasn't asked for.//You cannot split up a German compound like this. Never. Ever.

In your context, kriegsmäßig = durch den (andauernden) Krieg; "ausgefallen" = "ins Wasser gefallen" (no one could attend). I think something such as "properly" (as a modifier for celebrate) would be sufficient.
